Japan continued to move away from international human rights standards. The government failed to effectively address discrimination against foreign nationals and their descendants living in Japan, such as ethnic Koreans. It also failed to refute and combat attempts to deny Japan's military sexual slavery system during World War II. The number of recognized refugees remained very small. It was feared that the Act on the Protection of Specially Designated Secrets which came into force in December could negatively impact transparency.

人権の国際基準から遠ざかった、というより、遠ざかり続けている、ということですね。

じゃあ、アメリカはどうなのか、というと、

President Obama acknowledged that torture had been carried out following the 11 September 2001 attacks (9/11) under a secret detention programme authorized by his predecessor and operated by the Central Intelligence Agency (CIA). However, accountability and remedy for the crimes under international law committed in that programme remained absent. The declassified summary of a Senate report into the programme was released in December. Scores of detainees remained in indefinite military detention at the US naval base at Guantánamo Bay in Cuba, while military commission trial proceedings continued in a handful of cases. Concern about the use of prolonged isolation in state and federal prisons and the excessive use of force by police continued. Thirty-three men and two women were executed during the year.

Discrimination

The government failed to speak out against discriminatory rhetoric, or curb the use of racially pejorative terms and harassments against ethnic Koreans and their descendants, who are commonly referred to as Zainichi (literally "residing in Japan")


ヘイトスピーチ法がないのはそのとおりだが、そんなのアメリカにもないわけだし。

The government attempted to back away from the landmark apology – known as the Kono Statement – it had made two decades earlier to the survivors of the military sexual slavery system, in which it had acknowledged responsibility and apologized to the survivors.


慰安婦問題で、謝罪した日本は非難され、謝罪しないアメリカはお咎めなし。

 それでいて、人権のの国際基準から遠ざかり続けている、という全体を評した言い方はされない。

 取調べの不透明性、難民の受け入れなど、さまざまな問題があるのは認めるが、強い奴には滅法弱い国際機関の信用など、うすれていくばかりではないか?

 それにしても、大手アメリカメディア記者たちのアメリカに対する無批判さにはあきれる。
